                                    Do I need to create a new APK file and reinstall the application on mobile devices each time I publish an update to the application's files on the server?
                                        - Are there any specific situations where a new APK (other than initial installation) is required/not required?

                                It's necessary to rebuild an APK/IPA file after each change in the application model. When building an application, its configuration obtained from the XAF Mobile Metadata service is injected into the application. So, if you, for example, add a new field to your model, users won't see it in their applications until they install a new one.

                                  Hi Kyle,

                                  If you change your business logic in methods and events, you don't need to rebuild your mobile application. But, your code may generate the client code as described in the Ways to Customize a Mobile Application article. If this logic is changed, it's necessary to rebuild your application.
