Yes, the RichEditControl is a native .NET component, completely written in managed code.
The XtraRichEdit Suite is only avaliable as a part of DXperience Subscriptions.

We provide a single (unified) DXperience installer package, which includes all products at once.

We distribute our applicaiton using ClickOnce install so we are concerned about the size of the deployment package. You didn't answer my last question:
(3) What is the total redist dll size of the required components? Meaning minimum to get a working RichEdit control with spelling dictionary and all the rich edit features???

Based on XtraRichEdit Redistributable Assemblies and
XtraSpellChecker Redistributable Assemblies documents, the following assemblies are required by the XtraRichEdit and XtraSpellChecker suites:

DevExpress.Utils.vX.Y.dll
DevExpress.Data.vX.Y.dll
DevExpress.XtraEditors.vX.Y.dll
DevExpress.XtraRichEdit.vX.Y.dll
DevExpress.XtraSpellChecker.vX.Y.Core.dll
DevExpress.XtraSpellChecker.vX.Y.dll

As for v2009 vol 1.4, the total size of these assemblies is 8.53 MB (8,946,176 bytes).
Note that some additional libraries can be utilized by XtraRichEdit and XtraSpellChecker suites.
