Thank you for your message. Our installation requires administrative privileges to operate properly. So, you need to have write access rights to your registry to perform the installation. If you are an administrator on your machine, but do not have write access rights to the registry, this means that you have corrupted registry settings and I advise you to repair your machine. If you are not an administrator, please contact your support administrator and ask him to perform all required changes. As for the ActivityLog, please make sure that you have used a correct folder name to obtain this log. I advise you to perform the following steps:
1. Open the command window. Type "cmd" in the Start menu's search field and press Return.
2. Run the studio using the following command line:
"C:\Program Files (x86)\Microsoft Visual Studio 10.0\Common7\IDE\devenv.exe" /ResetSkipPkgs /log "C:\ActivityLog.xml"
3. Find the AcitvityLog.xml file on the disc C in the root folder.
4. Attach the resulting log file to your next message.

Having examined this log file, I found that it does not contain any Microsoft.VisualStudio.IDE.ToolboxControlsInstaller.ToolboxInstallerPackage references. Do I understand correctly that you have imported registry scripts attached to the How to resolve issues with Toolbox items article? If not, please do so and check if this helps.
If toolbox items are still missing, use a custom tool from the attached archive. It basically follows all the steps from the aforementioned KB article and also collects information from your registry to help us research the problem on our side.
Please unzip the attached archive to any folder and follow these steps:
1) Close your VS and run ToolBoxPatcher.exe.
2) Click the 1st button, Start the validation process, and wait until the process is finished.
3) Start VS and check whether or not the problem disappeared.
4) If it works correctly, click the 4th button, Delete Backup Files, and close the tool.
5) If the problem persists, close VS and click the 2nd button, Reset User Cache And Start the validation process. Wait until the process is finished.
6) Start VS and check whether or not the problem disappeared.
7) If it works correctly, click the 4th button, Delete Backup Files, and close the tool.
8) Otherwise, close VS and click the 3rd button, Restore from backup files. This will restore your Visual Studio toolbox settings. Wait until the process is finished. Then close the tool, Zip the RegistryKeys folder and the ToolboxPatcher.log file residing near ToolBoxPatcher.exe and attach them to this ticket. We will examine the contents to determine the culprit. -
There was another article about resetting the toolbox that should include this patcher tool, this fixed a duplication issue for me when upgrading from 12.2.6 to 12.2.7, choosing option 2 to Reset User Cache and validate did the trick.
The toolbox loads substantially faster, even when first opening a form. Previously PerfWatson monitor went crazy with upwards 10,000+ when opening forms for the first time to initialize the toolbox, thanks for this!
