I do not speak about templates in MVC using CR, I know them.
I'm talking about building UI including HTML and CSS together on extrnal tool.
Allow me to arrange the UI like in webform/desktop using drag and drop,
As result it generate the cs.html file or cs.aspx
Think about all the panel as collection of boxes(divs) that I can insert them
"UI" elements. -

Thank you for your update. So, your aim is to add a designer tool (for standard Html helpers) that was specially excluded by Microsoft from the Visual Studio for ASP.NET MVC View Engines, isn't it?

1.In order to make fast forms I need to know where each control set in the form
and which control user want.
2.You can use desiner outer of visual stduio or you can use
webform desiner where enduser can add "controls" like user controls
that represents HTML helpers of microsoft and Dev.
3. After I finished building it , I press produce razor or aspz format
and i get the reuired filed withh html and css.
4. Copy it to my project.
5. The idea of layout Panel of winform can be also a good platform.Hope u undersand what I mean...

CR templates solved only one dimention of the problem
not solved the css layout dimension. -
