On the initial load the Resource Navigator combo box always displays only one resource regardless of the ResourcesPerPage property value

From the attached image you can see that on the initial load of the Scheduler control that it is in resource group mode and that there are 3 resources displaying in the Calendar portion, but note that only one shows in the resource navigator. If I click on the resource combo, without selecting a new resource, then the 3 correct resources display separated by commas as expected. This also works as expected (all 3 display) if any kind of callback is initiated. I get the same incorrect behavior on initial load from versions 11.4, 11.5, or 11.6, but it worked properly in all versions of volume 2010 that I used. Any Ideas on how to correct this behavior?
